already merged indication no longer working

In version 1.9.7 and before, when I would merge from one branch to another, it would show the already merged items in grey. For example we have /dev and /tst and I merge from /dev into /tst.

Starting in 1.10.2 and still in 1.11.0 this is no longer the case. Now, there is no indication whether the merge has taken place or not. They all look like they have NOT been merged.

Sometimes it works, but when it's not, I do a F5 refresh, and it's
rendered correctly.

I tried that. I even tried to recreate the cache, but it never correctly shows the merges already completed like it does in 1.9.7. I actually had to reinstall 1.9.7 because it's virtually unusable for me.

I also wondered if maybe there was an underlying problem with svn but when I do an `svn mergeinfo --show-revs eligible` is shows the expected results.
