Bug: tortoise svn relocate missing externals Option

Hi,

I Speak English a little.

I use version is 1.9.

I change DNS and relocate in tortoisesvn. (I Select the 'include externals' Option)

Step--
1. Tortoisesvn -> properties
2. missing externals (disabled externals Option. It isn't remove and edit.)


I want to enable externals options.
