svn:externals link is not accepted if the local path contains an apostrophe

I created an external link definition in the properties editor where the local path contains an apostrophe, like "what's new.docx".
I expect that this link works and can be stored and committed as if the apostrophe wouldn't be there, i.e. like all other links I am using.
But when I am confirming to add the new entry, I get an error window popping up with the text and my input is thrown away:
Subversion reported an error:
Error parsing svn:externals property on '<my repo file path>': '<external path> 'what's new.docx'' 
PS: the last character in the message may also be a double quote " - I can not make a difference on the displayed text.

I am using TortoiseSVN 1.14.5, Build 29465 - 64 Bit , 2022/09/24 08:31:31
with Subversion 1.14.2, -release
