Outdated "MSDN: Language Identifiers" link in docs

The docs page ( https://tortoisesvn.net/docs/release/TortoiseSVN_en/tsvn-dug-propertypage.html ) currently contains an external link "MSDN: Language Identifiers" ( http://msdn2.microsoft.com/en-us/library/ms776260.aspx ), which seem to be dead. Maybe it should be replaced with something like https://docs.microsoft.com/en-us/windows/desktop/intl/language-identifier-constants-and-strings ?
