Updater killed desktop and windows panel

Hello,

I updated TortoiseSVN today (from 1.12.2 to 1.13.1), and update installer asked for permission to shut down (and then restart) some applications - firefox, file explorer and some tortoise svn cache, or something like that.

So I provided the permission, and it shutted down also the desktop and windows panel (they was black).

Firefox came back normally, but desktop with the panel did not. Restarting file explorer in task manager did not help, nor restarting graphics driver with win+ctrl+shift+B, so I did the reboot.

After reboot with no applications launched I did the update again. Desktop with panel were shutted down again, but after update they came back.

I have Windows 10 64b Enterprise Version 1903.
