Malformed XML error with version 1.14 and 1.10, not with 1.07?

I'm getting an error "The XML response contains invalid XML Malformed XML: not well-formed (invalid token) at line 1".  I am able to connect to the repository and log in.  Directories in the repository list fine, but I get the XML error on the right.  Clicking on directories on the left to open them does not work, however if I type the path into the URL at the top, I will get the subdirectory list on the left, and same XML error on the right.

This is on Windows 10.  Error occurs in version 1.14 and 1.10.  This only occurs when I'm connecting over VPN: when I am at work without VPN, it works fine.  This occurs with GlobalProtect VPN, and also with Pulse Secure Network Connect.

I had a problem with version 1.07 of TortoiseSVN initially, however after I reinstalled the VPN client it now works.

I appreciate any help.  Others in my work group, with the same IT image and laptop configuration, have no problem.
