Hello,

When I right-click on a folder where a working copy of a repository is stored, I get the normal tortoisesvn context menu.  If I navigate inside a working copy and select one or more version-controlled items within the working copy and right-click, the tortoise menu items appear.

However, if I navigate inside a working copy and right-click without selecting at least one file or folder, no tortoise menu items appear.  Is this expected behavior?

I also use tortoisegit, and its behavior is similar.

I am running Windows 10 Professional 64-bit, tortoisesvn 1.13.1 (latest available at time of this post), tortoisegit 2.9.0.0 (latest available).

No, this is not expected: the TSVN entries in the context menu should appear even if nothing is selected. Because the windows explorer still considers the folder where you right-click as the context menu target.
And it works fine for me, tested on multiple machines...

Glad to hear this is not expected behavior.  I can also confirm that I've seen Windows 10 Pro x64 PCs that have not had this behavior, and others that have.  I've also seen the same machine work as I described above, and then work as expected after an update.

Is there any more information I could provide that might help provide clarity or help with diagnosis?

Just installed a new version of TortoiseGit, and after the install, TortoiseGit works correctly, although TortoiseSVN still doesn't display the context menu when inside a working copy with nothing selected.  Maybe I'll try resinstalling TortoiseSVN.

It worked!  I reinstalled TortoiseSVN, and chose "Repair" as the option.  Now I get the correct tortoise context menu items when inside a working copy (even if nothing is selected).
