unexpected server error 500 'Internal Server Error' on '/svn/malsing/test'

im trying to set svn server.
i think i worked right but im entercounting errors now (i got serveral kind of errors..)

please check below

1. turn on "VisualSVN Server Manager"
2. Create Repository
Regular FSFS repository - Repository Name: malsing - Empty repository(recommended option) - Customize permissions(add user 'sa','oa' and 'malsing' for Read/Write permissions) - got this message

Repository Type: FSFS
Repository Name: malsing
Repository URL: https://****-TEST02/svn/malsing
Configured repository permissions:
- malsing (Read / Write)
- oa (Read / Write)
- sa (Read / Write)

i think it created well

3. at d: driver, created new folder named 'SVNServer'
4. right click on 'SVNServer' folder, click TortoiseSVN-import
5. URL of repository:
https://111.11.11.111/svn/malsing
> i changed this from 'https://****-TEST02/svn/malsing' to 'https://111.11.11.111/svn/malsing'
i entered ip instead of server name, but when i typed server name i got same error. so i think its not a cause

6. got error this
Command: Import C:\SVNServer to https://111.11.11.111/svn/malsing
Error: Unable to connect to a repository at URL 'https://111.11.11.111/svn/malsing'
Error: Unexpected server error 500 'Internal Server Error' on '/svn/malsing'
