Uninstalling TortoiseSVN has stopped my PC from booting up

I was uninstalling the program with a view to reinstalling after I cleaned up my repositories, when the program hung for over 20 minutes. I'd given consent to having various programs closed and reopened, but the uninstall wasnt able to do that completely. Then it stopped. When nothing happened after 20 minutes, I cancelled the uninstall and tried to reboot.

The PC will not get past the motherboard's splash screen, despite repeated restarts. I can't access the BIOS because it's not recognising the keyboard. I'm stuffed.

How could a program uninstall do this, and how do I get the system to reboot?

it can't. My guess would be that your harddrive is damaged, that's also why the uninstall hung.

The problem was hardware, but not the hard drive, because it never reached that stage. It was stuck in POST, because of a faulty peripheral. TortoiseSVN's uninstall was coincidental with the failure, which is why I assumed it was the cause.
