Client Key Exchange delay

I have TortoiseSVN installed on a number of servers and I have noticed that one server takes over a minute to prompt the "Authentication" banner. Wireshark shows that the problem is after the client receives the server's certificate. The client ack's the certificate packet but then waits 1 minute 15 seconds before sending its key exchange. I have checked the SVN settings between a working server and the non working server and they are all the same. The servers are running Windows 2012 standard

Does anyone have any suggestions as to what the problem may be, the verison is
