Blame is missing

Tortoise blame missing.png

I am on the current release (1.10.1, Build 28295). As you can see from the image, blame is missing from context menu. It's missing for my coworker (also on current release) and he even just reinstalled TortoiseSVN. Three other coworkers are on older versions (1.9.7 and 1.10.0) and they still have blame.

The menu also shows "Add...", which indicates that you either right-clicked on a folder (and folders can not be blamed), or an unversioned/ignored file - which also can not be blamed.
