Can you create a concept scheme and import it within the same workflow?

When we tried to import a spreadsheet into TopBraid EDG, we started by creating a new workflow and added the desired Concept Scheme first. However, the newly created concept scheme is not referenceable within the same workflow. Why does the new Concept Scheme not show up? Thanks!
