[SHACL API] GitHub action

Hello Holger,

after successfully containerizing your SHACL API, our team has been using it more and more, thank you for letting us building and sharing the container :)

Now that a lot of our code is on GitHub, I was planning on developing a GitHub Action based on the SHACL API container and also make that public.

Since the action will be based on the container with your code, I wanted to ask if that was fine with you, because the idea was to have the GitHub Action public and accessible in the Actions Marketplace (which is not paid, it's just a database of all public actions).

The code for the action still needs to be developed, so I can also have you review the code once it's ready if you'd like.
