can't creat pane

Hello,
I can't create pane through ctrl+b+%.
tmux version is 2.1.
Platform is Linux x86_64.
TERM inside tmux is screen. TERM outside tmux is xterm-256color.
I creat new session by tumx new -s test.
Could you please provide some advice? Thanks a lot.

Does typing "tmux splitw" in the shell work?
