tmux 3.4 in vim mode is invalid on ubuntu 21.10

I have not .tmux.config in my ~/ path. And I could use ctrl+b [ to enter vim mode. But I could not move the cursor by h j k l. The cursor did not move.

Default is emacs keys not vi, unless you have EDITOR/VISUAL set to vi or vim.
