tmux 3.1-rc

Hi all

I have created the first tmux 3.1 release candidate:

I'm not aware of any incompatible changes but be particularly careful
not to use a new tmux binary to attach to a running tmux server of an
older version or vice versa as it will not work reliably with this
release. Make sure to replace any older binaries and restart tmux
entirely when upgrading.

As always please test and report any issues on GitHub, to the tmux
mailing list or to me directly. Feature requests for the following or
later releases are also welcome.

This has a few bug fixes over 3.1-rc2.

This is mostly fixes and performance improvements for copy mode since
regex searching makes this much more important.

I think this will be the last before 3.1 proper.
