It is a known risk that new TW users - or simply visitors to a site that is incidentally build in TW (a.k.a "normal people") - attempt to use the browser back button for navigation between tiddlers. 

This article explains how to prevent this. Perhaps interesting for a plugin?

TW allows you to provide the user with working back and forward buttons. .. It was disabled at tiddlywiki.com because it caused a lot of confusion.

Navigation Address Bar needs to be activated too :)
