How/where can I include a link like
<link rel="stylesheet" href="/lib/w3.css">
In other words, how do I via TW access the html head because that's where it has to be, right?
This option to include e.g css frameworks seems totally unexplored in TW.

However, I do get this to work

Anything inappropriate to set things as pagetemplate when we want them "permanently active" (and they don't generate anything visible)?
I was actually expecting that $:/tags/Macro would work as a kind of tag for "permanently active", but no.

You need to reload the wiki after changing any raw markup tiddlers.
