Preparing for the release of TiddlyWiki v5.1.17

There were several problems with the v5.1.16 release:

* The plugin library URL was shipped pointing to the previous release

* The “is” filter operator was broken

We need a swift release of v5.1.17 that fixes those problems. There are also some other bug fixes and minor improvements, as listed in the release note:

I’d be grateful for any testing you can do with this release — and particularly if you are the maintainer of any editions or plugins. If all goes well I’d like to release v5.1.17 on Saturday morning UK time.

the tw2parser plugin seems to work ok

Dear Jeremy,

A thousand apologies if you've already been told about this, but the div holding the drop-down menu for tools in this current version of tw5 has a dynamically generated left position value that takes it outside of the field of view on triggering the reveal widget. This happens in mobile views of the wiki and not on desktop. There's no overflow so you can't scroll to see the overflowing reveal menu.
