Does there exist such a utility usable on "prepped" text files or text in paragraphs or x-number of lines of separation?
Please kindly advise . ###

More details would help
Once all the paragraphs are within the html p tag you could apply css to to change the way paragraphs behave.
Wrapping text in """ triple quotes """ will retain all line feeds.
An editorToolbar button to wrap all lines in the html paragraph is another solution eg
