Always visible control sidebar action icons, remove save notification banner (sharing tweak)

Sharing a zip with a few tweaks which have been game changers for me. If there's a better place to share tweaks let me know in the comments.

• New "CustomConfig" control panel to toggle changes.
  
• Toggles user selected small page control sidebar buttons between default, and visible top left/right (top right pictured below).
  
• Remove save wiki banner which often cover river tiddler control buttons. (Currently just removes the notification text)

Improvements that could be done:

• Enhanced window reactivate placement to prevent covering story river tiddler buttons.
• Sidebar aware menu could hide when sidebar is visible.
• Remove/hide entire wiki banner elements instead of just text. Difficult to find a searchable element id/class that for the saved banner specifically.
• Better config menu placement and UI.

Good enough for me. Interested to see if anyone else finds helpful or improves.

I have tried this on a copy of empty.html and cant quits see it.

Could you test it on empty and provide simple steps, eg install Top menu then these tiddlers.
