Bug in TW 5.1.21 tiddler title disappear after # if we use "Include the target tiddle"r in "Navigation Address Bar "

The was no this bug in old TW versions.

 For example if we download empty tiddlywiki   put this settings

then save it and refresh it we will not see ....empty.html#GettingStarted   url, like in old tiddlywiki version. We will see ....empty.html#

if we go GettingStarted  tiddler our url will update to ...empty.html#GettingStarted, but if we refresh this page we will see  ....empty.html#

there was no this problem in old vesions. You can go to this page http://novye-podarki.ru/6_7_0/heeg.html#about_cms and refresh it many times and url will be always the same.

help me please to solve this problem.

Do you make sure you save these settings before reloading?, I tested this on the pre-release by activating local storage (filter [all[]]) and it works there.

Hi Tony! I dont know how to  "activate local storage" but pre-release has the same bug. 

if we 

1)  download empty.html

2) open it and put settings to "Include the target tiddler" in "Navigation Address Bar "
3) save it

4) refresh it  AND we will see

I want to see this  on page start (like in old TW versions).

I test it on different browsers,  and the result is the same.  I am not able to solve this problem myself.
