overflow in tiddlers for items explicitly have a width greater than tiddler width

Referring to some old discussions, it seems tiddler do not keep their contents in some circumstances see https://groups.google.com/g/tiddlywiki/c/5bZwwj6cyac/m/pKZAzZy9AwAJ

and overflow in x direction is seen. One example is

<div class=xx>
...
</div>

where xx is a class with a width greater than tiddler width! 

Is this a bug or tiddlers designed like this?

One solution is to set max-width=100% for all items but it is not a practical solution.

What do you think?

as a workaround i set $:/themes/tiddlywiki/vanilla/metrics/storywidth to 700px from 770px, it seems it is 70px wider than the next element, which landscape users would not often notice, with default padding, but portrait and mobile do?
