❓ Does anyone know/have plugins/solutions for vertically arranged icons following the cursor to manage long tiddlers?

Problems writing long tiddlers:

I would like to have a copy of the following icons along with their functionality right next to the tiddler (inside tiddler border or even better outside and left of the sidebar)  vertically arranged and always at the height of the cursor. 

When I click "Edit this tiddler" then

If you have already marked/selected a text passage before, this selection should be retained, i.e. if you click edit, the cursor should be positioned in the draft again at the position of the selection with the marking. 

Is there anything or do I have to build it myself?

Initial situation:
This tiddler is longer than my screen is high and I marked the passage that interests me. 
The symbols followed the height of the cursor in the tiddler.
