Alert on a tiddler having an already existing name

Could somebody say how to get an alert (or blocking) on a tiddler having an already existing name during its creation from the sidebar or renaming or importing in order to prevent occasional loss of information?

That alert does exist already. In which of your cases doesn't it?

Dear Tobias,

agree partly, on creation and renaming, however, during importing a tiddler having an already existing name there is not any alert (or blocking).
