Depending on how modern your browser is you may use NoteSelf as a web app:

http://noteself.github.io

It should work on any modern browser out of the box.

If your browser allows you to load local html filed then just download the empty edition on tiddlywiki.com and use it.

If you have Firefox mobile available you can use it with tiddlyfox for a nest experience too
