Possible to get the TOC style with normal tabs macro?

I'm not sure if this is possible, but there are many times I like the look of the table-of-contents, but I don't want to generate a full hierarchy of tagged titles. I just want standard tabbed list of titles, but with the look of the TOC. I don't see any way to control the depth of the TOC macro, so I was thinking maybe there is a way to apply this class to the Tabs macro? Or maybe write an alternate version of the toc-tabbed-external-nav macro that only does the first level?

So you want a <<tabs>> macro with vertical tabs. So for me it's the second example here: https://tiddlywiki.com/#tabs%20Macro%20(Examples)
