Upgrading and Plugins

Hello all,

Im using TW through Node. I upgraded yesterday and noticed:

several official plugins (bibtex, katex, etc) are still at 5.1.20 (which means they didnt upgrade to 5.1.21 either)
the official plugin library no longer appears when I click "get more plugins". I only see two tabs for my two external plugin libraries (Tobias and Kookma).

Diego! It seems the official plugin tiddler is missed! Hope Jeremy have a look!

I've notice to when I upgrade today.
