The idea is a central administrators place, not easily accessed by the (unknowing) public, with settings to hide non-public parts of the TW. By default it comes with an extra save button so you can toggle off the sidebar and still save, but several other useful settings to "hide stuff for public eyes" are provided.

The only thing I find a bit confusing are the default toggle buttons: they look like radio buttons, while they are functionally closer to checkboxes, don't you think?
