I'm not sure how that would really be enforced unless you are fishing somewhere with catch and release regulations.  Are they really going to be sending out COs to make sure people are keeping the fish they catch?  And if so, couldn't you just say it wasn't big enough to bother eating?  

Or worse case just bonk it and take it home.

It would seem to be directed at Maryland residents - how about a Virginia resident entering Maryland waters by boat?

I agree with that response to DNR. So I could, in theory, go to any small wild trout stream as I often do, but it's illegal to fish there unless I decide to keep something. I can also hike along such a stream. But pick up a fly rod for some C&R fishing and it's suddenly against the rules. Until I kill a fish, then I'm legal again. Nonsense.
I'll abide by these rules anyway though - all they needed to say is that all travel must be for essential reasons and leave it at that. Instead they tried to get cute with it and in the process created an enforcement headache that only pissed people off.

Fwiw I was driving along Fishing Creek in Frederick County last weekend and every parking lot was packed with people who were there to harvest some stocked trout. Also an unusually high number of mountain bikers out. So all that is ok but C&Ring a few brookies somewhere with no one else in sight is a no-no. So backwards.

This seems like a really weird rule to enforce unless they'd rather just say "no fishing period unless you can social distance while doing so" but didn't want to upset people who were looking to catch dinner/stretch their food dollars a bit.
