I am without my river journals from a few years ago but I believe the Gtown/Whiskey Ave gauge only needs to be at about 7.5 Feet for the Basin to burst on a flood tide. Water clarity can be an issue for sight fishing if the river is really sloppy or if the river hasn't crested yet. I would be a little surprised if the species you are looking for shows up in the grass this time of year but let us know what shakes out. If you don't see fish in the grass, work the sea wall drop off with baitfish patterns, you never know what is waiting to pounce.
This rain certainly has the water up and stained in the local trout streams and the fish are taking advantage. Its probably worth it to head out to your favorite trout stream and chuck some chunky streamers. I had several fish take a Senyo Iced Out Sculpin this morning, including this Petoskey Stone Brown.
