What's happening in the duck pond?

I was down at Long Bridge Park yesterday, next to Roaches Run - aka the Duck Pond - and I noticed whatever is going on here. Does anybody know? It's hard to see in the photo, but the stakes all have strings connecting them with shiny reflectors, probably to repel birds. The whole area is surrounded by netting in the water. There were two jon boats with people in what looked like dry suits (hot as hell day, too). My guess is they are planting marsh grasses or something similar.
