Looking for advice on how to fish the Patuxent River

In particular, around Scott's Cove and Brown's Bridge areas, or any access points near there.  Is it possible/best to use waders?  Best parts of the waterways to hike into?  What should we fish for?  Time of day or year to go?  Are there boat rentals nearby?
