Sorry if this is inappropriate, but I'm 99% sure you're talking about this guy

I have seen him keep undersized fish multiple times, and he always slips them back in if the cops come buy since he's always in the rocks near chain bridge where they have to hike to get to him. I always call when I see him keeping illegal fish, but so far they have yet to catch him.

Clearly he understands English amply enough to communicate with DNR - I can only conclude that he also knows what the regs say about size and creel limits.
