Hi Kristen,

                      There is a foot bridge that crosses over the C & O Canal off Harper's Ferry Rd. Just past where the old railroad track  crosses the Potomac.

( not the railroad track the parallels the river and Sandy Hook Rd )

Also Sandy Hook Rd turns into Harper's Ferry Rd at about this same spot. Maryland side

 

Also there is a very small parking lot as soon as you cross the Potomac on the 340 bridge on VA side, there is path from the parking lot to the River. If you gone to first traffic light, you just missed the parking lot
