Tidal Basin

Has anyone fished the Tidal Basin recently? I went out there twice last week with no luck. I think the extremely hot temperatures slowed down the fish, although I did see a lot of baitfish jumping around on the surface with the occasional boil of something larger. Any suggestions? I might try again this week.
