It looks like "loose" egg yarn tied with regular tying thread in the "extended body" style.

Rob -- I have not tied the extended body style, but do you find less fouling or anything else with it? 

I usually make 3-4 wraps of thread behind the ostrich herl before wrapping up to sort of "perch" the tail up higher and that seems to help somewhat. 

Of course, roll casting with a glass rod prevents virtually all instances of fouling, and even when this fly does foul a bit it still seems to catch a lot of fish.
