Just awful! If you own a house, there are various programs to help cut the costs of installing rain barrels and rain gardens. The District Department of the Environment and Montgomery County Environmental Protection offers incentives and rebates for both. There are various other programs in other counties in Maryland, I am not sure about Virginia. While this isn't the only thing that needs to be done, reducing the runoff from your house is a step that you can take to addressing the problem.
