C&O Canal in Georgetown update

Saw this on Popville: http://www.popville.com/2017/03/georgetown-c-and-o-canal-development-high-line-nyc/

They are bringing in the firm that designed the High Line in NYC to "restore, reimagine and revitalize this treasured historic place." Looks like there will be chance for public input. I say more mulberry trees!  They are still predicting a finish time for the first phase by summer of 2018.

Cast your line into the current. It'll give a better base and add distance.

Why is it called a "snap t" when it isn't particularly "snappy", and the oft-taught figure is actually a "7"?  

I'd go for a "steeple" cast for the canal, but I then again I don't feel like there's anything particularly religious about that cast.

So what sections of the canal are actually going to be fishable this summer or right now for that matter?  I'd like to chase some carp around, but don't know what sections actually still have water in them.
