Lock 7 has a big, golden problem; Carp. There are just too many there. They scare the crap out of the bluegills and bass and they are just so skittish. I got one, after 3.5 hours of fishing, a nice leather carp, but we need to do something about the amount of carp there.

I don't think the carp are a problem at all. In fact, they're the most fun species in the area if you ask me. Just search my posts. ;-)

IT's not that there are carp, it's that there are too many carp. I probobly saw more carp than bluegills yesterday.

I think many of the original concerns about how carp would impact fisheries have been revised at least to some degree.  The Canal offers a kind of unique fishery for them since they're essentially concentrated in a fairly narrow stretch of water where sight casting (to various degrees) works.  It sounds like you fish there regularly....so make the most of it!

The problem is that the carp are just that skittish and they also scare away the rest of the fish, I could be fine with maybe 1/4th of the carp there.

Looks like that's the Afghani variant of the redneck way of fishing - must have been brought there by US military advisors.

I'd like to see them try that instead of bow & arrow on the Asian carp in the Illinois River. ;-)

if there are so many of them, why did it take you 3.5 hours to catch one?  and who are you to decide which fish should be allowed in the canal and which fish should be eradicated?  i mean, it's not like the c & o canal is a designated trout stream.  for the last several decades, carp have been the dominant fish in the canal.  nature has chosen them to prosper, where other fish species fail.  to misquote shakespeare, 'the fault, dear lucas, lies with you, not the carp.'
