Tidal Basin?

New to fishing in DC, and thanks all for some good tips to previous threads - some good leads so far.

I’m wondering about the tidal basin.

For catfish - what is the base like? Are there a lot of snags or is it fairly snag free?

Is it better to go for high or low tide or morning/afternoon fishing?

For smaller fish (sunfish and the like) are any there and if so is it better to fish near the base or close to the surface?

Are there any baits that work better there? Night crawlers, cut up hot dogs, lures, etc?

Follow up question:

What’s the deal with all the no fishing signs? Is the western half of the basin where there’s a guardrail barrier off limits until you cross the bridge towards the Jefferson Memorial?

As the "no fishing" signs are near the docks, I suppose they want to keep the boat rental area free of old lines, bait, and such?

As far as the fishing. I have never bottom fished there. But I have caught white and yellow perch, largemouth, smallmouth and striped bass, I know there are some decent sized carp...and probably anything else that swims in this area. It was probably a large catfish that took my jig to the middle of the lake last year. I fought it on 4lb. spinning gear for 45 minutes till the hook eventually pulled.
