Here's a couple facts to consider:
1. Carp generally are attracted to the warmest water in a body of water. In the case of lakes, that often means the shorelines and coves that are getting water blown into them will be warmest, since the warm surface layer will be pushed around by the wind. So, on windy days, look for carp in the windward shorelines and coves.
2. Baitfish will often get blown around by the wind. Just like the warm water for carp, baitfish will often get blown by the surface currents into the windward coves and shorelines. So if you're hunting something like freshwater stripers, you'll find them in the windward parts of the lake.
I'm not sure how or if the wind really plays much of an impact for species like walleye that favor deeper water.
