Fall Water Temperature

For places like Gravelly Point and other tidal creeks, is there a general rule about water temperature?  Once it drops below a certain point will the stripers not be there to feed anymore?

In general striper stop feeding once its below 42. Down the coast when it hits 42 is when they move offshore
