I was at Leesylvania State Park yesterday – totally empty. Lots and lots of room for parking, paddling, fishing, etc.

I have no direct experience with it, but there’s a railroad bridge with structure about 250 feet from the kayak launch that looks interesting. Protected (calm) water, very quiet. Google it… $7 access fee. I believe more if you’re launching a powerboat or sailboat.
