I would guess some kind of bobbin?

Good guess, Alan. 

It appears to be an early version of a bobbin with adjustable thread tension provided by the spring pushing against the spool of thread – tension adjusted by the nose nut. The housing has warped so a spool of thread no longer turns freely and it is a PITA to get the thread around the bend.

Orvis once sold a weighted object tied to a string to throw over a branch to then retrieve a hung up fly. 

Other than that I got no clue.
