Looking for professional todevelop of an OCR application

Dear fellows,

I am looking for professional who can develop an android application for me to read digits from electric meter. Application should be able to take picture using camera, specify area to read and then convert DIGITS in that image area to digits and save it. Sample images will be like http://www.utilitiesdirect.co.uk/IMAGES/electric2.jpg

From the above link image, I am interested in 9373 only. 

Similarly some other images are also attached which will be read by the application.

IT's not problem bat you need to put OCR results in some database and sent to central database etc... ?
pp me we can tack for it.
