Tesseract cant recognize the license plate correctly

Hi, I am trying to write a software to recognize license plate but after i binarize the plate, tesseract recognize it as JLP 91 instead of JLP 911, could anybody help me what is happening since two 1 looked alike, it should able to recognize both.
