Executing different modules of terraform script in a user defined sequence

I want to create AWS SNS topic first than call my lambda function to be uploaded and executed using terraform. Can I sequence these steps?

Actually I tried putting them in order of execution in the .tf file but that didn't help. When I execute terraform plan it shows me the default plan

Need assistance....thanks in advance.

You can use the depends_on resource parameter ( https://www.terraform.io/intro/getting-started/dependencies.html#implicit-and-explicit-dependencies )
