Looking forward to know other sources and groups for major cities..of particular interest are the gis compatible files typically found in the comprehensive mobility plans

I suggest you search for such urban related GIS compatible data from GitHub. Because many researchers are regularly uploading their local data across the globe. But authenticity is a problem in such data. Even, Telangana open data portal is also not reliable as per my experience and is not accepted by SOI and the central government. Still you can mention the list of your desired data of the cities. We can try to find out from our local database and share with you.

I am puzzled as to what happens to all those routinely contracted out comprehensive mobility plans, master plans with the Muncp/ULB...they make pdf (from geotiff i guess, any insight or tool on how to get this GIS comptable without loss of information???) available..the granularity of such efforts is way above what we find from osm, places api etc.

No masterplan of cities in india is ever generated with true coordinates. So it's pointless to say that the PDF maps are exported from georeferenced vectors or geotiff. Those are simple CAD drawings with 100 and 10 topology errors with no spatial reference. Exporting such drawings to GIS compatible format is absolutely useless. Please explain your exact requirements. I'll try to solve your problem.

Not meant to export as is which is obv incompatible but the level of details for example in road network classifications, these city plans go 5-6 levels/categories but osm MoRTH and general sources broadly mention only national/state highway and at best major or minor arterial..
mainly looking for lulc + road network incl hierarchy Surat, Bhubaneswar, Erode, Thoothukudi, Hyderabad are cities of interest

You can't get the level of details like masterplans because masterplans are virtual not the existing ground realities. That's why those are called plans not maps. Also after the expiry of a masterplan you can't find the planned details on the real ground but a new masterplan would have been already proposed. Well, you can get the existing LULC of the cities for specific periods with detailed transport corridors. Let me see how many of the cities data I have with me. As many I find, I'll share it with you.
