So the secondary app would be associated with the "task" the turns on the flashlight,
Then, you map the double-tap to the secondary app.
THEN, double -tap should run the task for the flashlight.
I have a profile and task set on my Pixel 3 that I shake up and down and my flashlight turns on at night, and I also made it turn off using the IR near the ear speaker and turn off if the light turns on when I toss my phone on a pillow. So I don't press buttons, I use the shake profile with low sensitivity (harder to turn on accidentally).
